Our Services

Pioneer operates throughout the Country providing the following Services:

• Preparation of Homes and Communities Agency grant funding bids and the associated project management of grant funding programmes
• Working with Registered Providers and other Affordable Housing Providers to set up contracts and / or Key Worker schemes
• Provision of Code for Sustainable Homes, EcoHomes, Housing Quality Indicator, and Building for Life assessments, and advice and Homes and Communities Agency Design Quality Standards compliance auditing
• Project Management of Intermediate Affordable housing sales programmes
• The negotiation and / or implementation of planning consents / Section 106 Agreements
• The provision of housing requirements analysis (including preparation of desk-top housing market assessments using RESIDE), building on and interpreting available evidence sources to assess location based housing requirements in terms of overall dwelling provision, dwelling size, type and tenure
• Co-ordination of land sales to satisfy planning obligations
• Preparation of Affordable Housing Strategies and Planning Statements / Briefs
• Provision of advice / reports in terms of emerging and extant affordable housing guidance and policy (at a national, regional and local authority level)
• Affordability analysis and advice on Social Rent, Intermediate and Affordable Rent housing options
• Preparation of written evidence for Planning Inquiries and the provision of related Expert Witness services
• Preparation of representations in response to proposed Local Development Document Housing Policies, including Development Plan Documents and attendance at related Examination in Public Hearing Sessions
• Preparation of, and advice in relation to, affordable housing development viability assessments to assist with expeditious and appropriate planning negotiations
• Regular seminars which update housing providers on changes in policy and practice
