Tower Road, HindheadPioneer advised Chatsworth Homes in respect of the s106 affordable housing negotiations for a site on Tower Road in Hindhead where it was appropriate for the developer to provide the affordable housing provision in the form of a commuted sum payment in lieu of onsite affordable housing provision. Pioneer’s role included:
- Undertaking a detailed policy analysis to demonstrate that affordable housing provision via a commuted sum payment represented an appropriate and policy compliant approach as a result of scheme specific circumstances.
- Calculating an appropriate commuted sum payment.
- Preparing an Affordable Housing Statement to accompany the planning application detailing the policy compliant approach, the commuted sum offer, and the acceptable approach to the ways in which the commuted sum could be spent.
Despite being recommended for refusal at officer level, planning approval was granted at Committee and the commuted sum offer was accepted.
